Your Majesty,<\/strong><\/p>\n

On the occasion of the celebration of Throne Day, on July 30, 2025, marking Your sacred enthronement on July 30, 1999, I have the great honor to extend to His Majesty King Mohammed VI, King of Morocco, may God assist Him, my warm and sincere congratulations, along with my wishes for happiness, good health, long life, and prosperity. I pray to the Almighty to preserve Your Majesty for the greater good of Your loyal People, and I extend these wishes also to His Royal Highness Crown Prince Moulay El Hassan, Her Royal Highness Princess Lalla Khadija, His Royal Highness Prince Moulay Rachid, and the entire Royal Family.<\/p>\n

Recognizing the Moroccan sovereignty over the Sahara and the full territorial integrity of the Kingdom, I wish to most respectfully express my allegiance to the Cherifian Sovereign, Head of State of the Kingdom of Morocco and Commander of the Faithful (Amir Al Mouminine). I also express my deep gratitude for having been welcomed as a citizen of the Kingdom. Since my election as Director General of the African Training and Research Centre in Administration for Development (CAFRAD), a Pan-African intergovernmental organization created on the initiative of Morocco under the exceptional vision of His Majesty Hassan II, may God have mercy on Him, I have not experienced any discriminatory treatment compared to Moroccan citizens. I am Moroccan with my family, and I am at home in Morocco.<\/p>\n

Thus, I renew to the Sovereign, to the Government, and to the Moroccan people my profound gratitude for all the support given to this intergovernmental Pan-African organization, as well as the expression of my loyalty and deep attachment to the Glorious Alaouite Throne.<\/p>\n

Gratitude and Request for Political Support<\/p>\n

With great respect, I wish to express my sincerest gratitude for the support given to my candidacy for the position of Director General of CAFRAD and for the warm welcome I have received in Your Kingdom.<\/p>\n

Following the 59th session of the Governing Board of the intergovernmental Pan-African organization, I was elected as the new Director General of CAFRAD. I am fully aware that the decisive support of the Kingdom of Morocco, as founding and host country of CAFRAD, played a key role in this process. The Kingdom of Morocco, a driver of active diplomacy on the continent, remains a pillar of African integration and South-South cooperation, and is a promoter of the New Development Model (NMD).<\/p>\n

At the end of my election, the Board mandated me to lead a radical transformation of CAFRAD while preserving the founding spirit of its visionaries.<\/p>\n

In line with the orientations adopted by the Governing Board, I plan to propose a comprehensive reform of the Pan-African organization to equip CAFRAD with the legal, institutional, human, and financial means necessary to meet today\u2019s complex and multifaceted challenges, especially in the areas of economic, digital, ecological, social, and political transitions, as well as the modernization of African public administrations.<\/p>\n

In this regard, I humbly request continued royal and political support from the Kingdom of Morocco, assuring You of my full dedication to fulfilling the trust You have placed in me. I am committed to revitalizing CAFRAD with the indispensable support of Your Government, without which the mission entrusted to me cannot fully succeed.<\/p>\n

As part of my mandate, I have become a promoter of Your Majesty\u2019s vision for South-South cooperation. In this context, I hope that CAFRAD will be further integrated into Moroccan diplomatic instruments, to help promote Morocco\u2019s social state model across African countries, disseminate Morocco\u2019s best innovative practices, and contribute to strengthening the Kingdom\u2019s influence in Africa.<\/p>\n

His Majesty King Mohammed VI, A Great Visionary Leader Serving the Well-being of African Peoples<\/p>\n

Under my leadership, CAFRAD has become a vehicle for implementing the Royal Vision of South-South cooperation, and I wish to reaffirm its strategic commitment and leadership in promoting initiatives that consolidate inter-African and intra-African relations.<\/p>\n

Indeed, as a great humanist and man of compassion, deeply committed to a human-centered governance model in Africa, Your Majesty has repeatedly emphasized the importance of South-South cooperation, describing it as a \u201cclear and consistent vision\u201d and a key tool for shared development. Your Majesty has highlighted Morocco\u2019s role as a leading economic actor in Africa, ready to share its achievements and become a driving force for common growth.<\/p>\n

I would like to recall several of Your Majesty\u2019s key statements:<\/p>\n

\u201cMy vision of South-South cooperation is clear and consistent: My country shares what it has, without ostentation. As part of an enlightened collaboration, Morocco, a leading economic actor in Africa, will become a driving force for shared expansion.\u201d
\n\u201cCountries of the South are increasingly involved in the international human rights arena.\u201d
\n\u201cWhat Africa truly needs are large-scale, human and social development projects.\u201d
\n\u201cAfrica\u2019s best partner is the one who can best support its momentum, fill its gaps, and amplify its potential.\u201d<\/p>\n

These statements highlight Morocco\u2019s active commitment to mutually beneficial South-South cooperation, focused on human development, solidarity, and win-win partnerships. The Royal Atlantic Initiative for Sahel countries and the Africa-Europe gas pipeline megaproject are concrete illustrations of this vision. South-South cooperation is not a mere concept\u2014it reflects a united and indivisible Africa (in all its diversity and richness) that creates value, transforms its raw materials into finished products, builds its regional value chains, and works to establish a balanced, multipolar international order where African interests are safeguarded, as emphasized in the African Union\u2019s Agenda 2063. In a divided world dominated by force, geopolitical conflict, and power rivalries, Africa has no choice but to unite in excellence.<\/p>\n

The initiatives I lead align with Morocco\u2019s growing influence in Africa as a leader in South-South cooperation. On May 15, 2025, I organized the first edition of the Pan-African Diplomatic Conference for the Group of African Ambassadors in Morocco (GAAM), on the theme of influence diplomacy, using as case studies the project-based, economic, cultural, sports, and tourism diplomacy of the Cherifian Kingdom. In fact, I began working with Morocco, on Morocco, and for Morocco in January 2020, when I was invited by the Morocco-Africa Organization (OMA) to deliver a keynote at a conference held in Cotonou on January 29, 2020, on Morocco\u2019s economic diplomacy as a royal vision and engine of African development.<\/p>\n

There are no coincidences in life: destiny led me to serve Morocco directly through my role as Director General of CAFRAD. To this end, I work closely with public institutions, universities (such as the Master’s in Economic and Political Geography coordinated by Professor El Malki Moussa), and Moroccan civil society organizations, like the Nour Association for Moroccan-African Friendship (NAMA) led by Ms. Salima Zidani.<\/p>\n

Together with all Moroccan institutional actors, CAFRAD is committed to contributing to Morocco\u2019s influence in Africa and to realizing the Royal Vision through concrete, high-impact actions that support the development of the continent.<\/p>\n

The staff of CAFRAD and I take this auspicious occasion to renew to Your Majesty our unwavering loyalty to the Glorious Alaouite Throne.<\/p>\n

May the Almighty preserve Your Majesty and assist You in the greatness of Your mission.<\/p>\n<\/div>\n
