On this 21st of August 2025, marking the eighth International Day of Remembrance and Tribute to the Victims of Terrorism, the African Centre for Training and Research in Administration for Development (CAFRAD)—a Pan-African intergovernmental organization—honors the memory of those whose lives were tragically taken by acts of terror. CAFRAD joins other organizations worldwide in expressing solidarity and support for victims and their families.

In 2017, through resolution A/RES/72/165, the United Nations General Assembly proclaimed August 21 as the International Day of Remembrance, reaffirming the promotion and protection of human rights for all, alongside the rule of law at national and international levels, as essential measures to prevent and combat terrorism.

This day is marked by meetings, awareness campaigns, and virtual events featuring testimonies from victims, survivors, and terrorism experts. It serves as a solemn reminder that terrorism—in all its forms and manifestations—remains one of the gravest threats to peace, security, and international development. The day supports victims and survivors by helping them overcome lingering trauma and promotes the full exercise of their freedoms and fundamental rights. It also recognizes those whose multifaceted engagement has helped confront the consequences of these tragic acts.

The theme for this year, “United by Hope: Collective Action for Victims of Terrorism,” highlights the solidarity and collaboration among victims, communities, and regions to build a more inclusive and peaceful future. It shines a light on the resilience of victims and survivors who have chosen to transform their pain into solidarity, smiles, and renewed hope—bringing brightness and innocence back to the lives of peoples striving toward a better tomorrow.

It must be reiterated: acts of terrorism are criminal and unjustifiable, regardless of motivations, circumstances, locations, or perpetrators. While media coverage of these atrocities can be uneven, sometimes manipulated or marred by forgetfulness and misinformation, governments, civil society, and the international community must respond with humanity. They must guarantee victims’ access to justice, support their full recovery, and uphold integrity, efficiency, and fairness in all efforts.

As Africa’s premier institution for training and capacity building of senior public officials, CAFRAD reaffirms its commitment to improving administrative systems and governance across the continent. CAFRAD plays a vital role in educating diverse societal actors to develop effective strategies for preventing and combating these evolving threats, stabilizing affected regions, and supporting necessary reconstruction efforts, all in hope of a more peaceful future for all.

CAFRAD stands alongside victims and all stakeholders, united by hope to advance peace, restoration, and prosperity.
