The African Training and Research Centre in Administration for Development (CAFRAD) joins the Republic of Mali and its people in celebrating the 66th anniversary of the country’s attainment of national and international sovereignty.

September 22, 1960, marks a significant date in the contemporary history of Mali. On that day, through the adoption of Act No. 60-35/AL/RS, the Republic of Mali was officially proclaimed an independent and sovereign state. A few days later, on September 28, 1960, Mali became a member of the United Nations, formalizing its entry into the international community as a sovereign state.

Beyond its historical significance, this commemoration serves as an opportunity to reflect on the aspirations that accompanied Mali’s path to independence: the consolidation of sovereignty, the building of robust national institutions, the development of human capacity, and the mobilization of resources for the sake of collective progress.

A historic milestone, a renewed commitment

Sixty-six years after this foundational moment, the celebration of Mali’s independence provides an opportunity to highlight the importance of institutional building and the strengthening of public-sector capacity in consolidating both national and continental development. As a Pan-African intergovernmental organization dedicated to training, research, innovation, and the modernization of public administration, CAFRAD places particular importance on strengthening the institutions and skills necessary for a public administration that is effective, adaptive, agile, innovative, and focused on serving its citizens.

In an African context marked by profound economic, technological, environmental, and institutional transformations, the ability of public administrations to anticipate change, develop skills, and enhance the effectiveness of public action remains a vital driver of sustainable development.

Mali and the Dynamics of Public Administration Transformation in Africa

The celebration of Mali’s independence serves as a reminder that sovereignty is part of an ongoing process—one that involves consolidating institutions, developing national expertise, and valuing human resources.

Like most African nations, the Republic of Mali faces the task of rebuilding the state at a time when global shifts, international dynamics, geopolitical rivalries, and the race for sensitive, strategic technologies—such as artificial intelligence (AI)—are heralding a new world. In this landscape, Africa must redefine itself and rethink its development models, grounding them in endogenous considerations while learning to manage exogenous shocks. In such a demanding environment, the digital, green, and intelligent transformation of public administration becomes a top-tier priority.

Through its training programs, research activities, high-level forums, and cooperation initiatives, CAFRAD works to foster the exchange of knowledge and experience among African public administrations, contributing to the emergence of an African public sector that is increasingly oriented toward innovation, performance, and the needs of its people. This mission takes on its full significance within the context of an Africa capable of fully mobilizing its resources—including its institutional ones—to address contemporary challenges and build governance models tailored to its own realities and aspirations.

A Pan-African partnership rooted in the sharing of knowledge

On the occasion of this commemoration, CAFRAD reaffirms its commitment to the cooperative ties that unite African institutions, as well as its readiness to continue efforts toward strengthening the capacity of public administrations across the continent.

The modernization of public action, the development of institutional leadership, digital transformation, administrative innovation, and the enhancement of skills are all areas in which Pan-African cooperation can help foster solutions tailored to shared challenges.

Through this vision, CAFRAD remains steadfastly committed to working alongside its member states and African partners to promote a public administration capable of supporting the continent’s transformations and contributing to the realization of its sustainable development ambitions.

CAFRAD’s best wishes to the people of Mali

On the occasion of the 66th anniversary of the independence of the Republic of Mali, the Director-General of CAFRAD, Dr. Coffi Dieudonné ASSOUVI, and the entire staff extend their warm congratulations to the highest Malian authorities—most notably His Excellency General of the Army Assimi GOÏTA, President of the Transition and Head of State of the Republic of Mali—as well as to the Malian people. The Centre conveys its best wishes for peace, stability, prosperity, and development, and reaffirms its commitment to continue—in collaboration with the Republic of Mali and all its African partners—efforts aimed at strengthening human and institutional capacities, and at consolidating a high-performing, inclusive, and forward-looking public administration. CAFRAD wishes the Republic of Mali and its people a happy Independence Day.
