CAFRAD calls for strengthened public governance, innovation, and African cooperation to foster sustainable and inclusive food systems.

Celebrated annually on October 16, World Food Day is a major international event dedicated to the fight against hunger, the promotion of food security, and ensuring access to healthy, nutritious food for all. The 2026 edition is themed “Innovating Today to Feed Tomorrow,” highlighting the role of innovation, traditional knowledge, and inclusive approaches in transforming food systems.

Food Security: A Strategic Issue for Africa

Food and nutritional security remains a major challenge for many African countries. The impacts of climate change, conflicts, price volatility, limited access to natural resources, and disruptions to supply chains all weaken food production and distribution systems.

Addressing these challenges—and ensuring that every citizen has consistent access to sufficient, healthy, diverse, and nutritious food—requires coherent public policies, effective institutions, and the coordinated mobilization of all relevant stakeholders.

Nevertheless, Africa possesses significant agricultural resources, remarkable biodiversity, valuable local knowledge, and substantial potential for innovation. Leveraging these assets is a vital means of strengthening the resilience of food systems, supporting national economies, and sustainably improving the living conditions of the population.

Innovation in Support of Sustainable Food Systems

Innovation serves as a crucial tool for addressing contemporary food-related challenges. This encompasses, in particular, the digital transformation of agriculture, the use of data in decision-making, the improvement of production techniques, the development of solutions tailored to water and soil management, and the strengthening of storage and distribution infrastructure.

However, innovation cannot be limited to new technologies alone. It also relies on leveraging traditional knowledge, sharing best practices, developing cooperative models, and adopting more sustainable management methods.

Such an approach must pay special attention to small-scale producers, women, and young people, whose contributions are essential to the vitality of rural economies and the transformation of agrifood systems.

Effective public governance to strengthen food security

Combating food insecurity requires public governance rooted in strategic planning, cross-sectoral coordination, transparency, and the evaluation of public policies.

Public administrations play a central role in developing and implementing national strategies that integrate agriculture, the environment, health, education, trade, and social protection. They must also foster an institutional environment conducive to investment, innovation, and partnerships—involving the public and private sectors, universities, civil society organizations, and technical and financial partners.

In this regard, building the capacity of public officials and administrative staff is a decisive factor in improving policy design, optimizing resource use, and ensuring sustainable outcomes for the benefit of the population.

African cooperation as a catalyst for transformation

Food-related challenges transcend national borders and call for concerted responses. Sharing experiences among African countries, pooling knowledge, and developing regional partnerships can help strengthen adaptive capacity, enhance agricultural trade, and facilitate the dissemination of innovative solutions. Pan-African cooperation thus offers significant prospects for supporting institutional reforms, promoting good governance practices, and fostering the establishment of food systems that are more resilient, equitable, and environmentally friendly.

Within this framework, African training and research institutions are well-positioned to contribute to skills development, the generation of knowledge, and the dissemination of approaches tailored to the realities of African states.

CAFRAD’s commitment to governance in the service of development

As a pan-African intergovernmental organization specializing in training and research in public administration, the African Training and Research Centre in Administration for Development (CAFRAD) underscores the importance of high-performing public governance in addressing the major challenges of sustainable development. Food security is a cross-cutting issue that draws upon the planning capacities of public administrations, the quality of public policies, the effectiveness of institutions, and cooperation among states. Through its mission to build capacity and promote administrative modernization, CAFRAD reaffirms the importance of developing public administrations capable of anticipating crises, designing tailored responses, and promoting inclusive, innovative, and results-oriented public policies. World Food Day 2026 serves as a reminder that sustainably feeding populations requires collective action, responsible innovation, and effective public governance. Innovating today to feed tomorrow means investing in human capital, strengthening institutions, and consolidating African cooperation, with the goal of building a future in which everyone has access to sufficient, healthy, and nutritious food.
