A successful bet by the new Director General. On Thursday, February 27, 2025, the conference hall of the headquarters of the Pan-African Intergovernmental Organization in Rabat, Kingdom of Morocco, hosted the first edition of the Round Table of Member States and Partners. This event, initiated by the new Director General, Dr. Coffi Dieudonn\u00e9 ASSOUVI, focused on the theme: “The Renovated CAFRAD, a Driving Force for Africa’s Global, Digital, Ecological, and Intelligent Transformation of Public Administration.”<\/p>\n

This unprecedented event in the history of CAFRAD gathered prominent figures from the diplomatic, political, academic, civil society, and public and private sectors who responded to the invitation of the Chairperson of the Board of Directors, Professor Amal EL FALLAH SEGHROUCHNI, and all the members of the Board. They came to listen, exchange, share their expertise, and offer their recommendations regarding the realization of CAFRAD\u2019s new vision and its programs aimed at transforming Africa and both public and private administrations\u2014an essential condition for sustainable and inclusive development.<\/p>\n

Organized with the aim of rehabilitating the Pan-African Organization and restoring the trust of Member States and partners, the round table achieved unprecedented success. It featured three (3) key highlights.<\/p>\n

The Protocol and Ceremonial Phase<\/strong><\/p>\n

This phase was marked by the welcoming remarks from the Director General, the supportive words of the President of the Tamkine Foundation, and the official opening speech of the roundtable by the Representative of the Chairperson of the Board of Directors, Dr. Samir Bouggar.<\/p>\n

Under the slogan “A New Leader, A New Vision, A New CAFRAD,” it was with deep honor that the Director General of CAFRAD spoke on Thursday, February 27, 2025, before the technical and financial partners of CAFRAD at the official opening of the first roundtable of the renovated CAFRAD. This event, recommended by the entire Board of Directors, marks a turning point in the history of the Pan-African institution, now under the leadership of Dr. Coffi Dieudonn\u00e9 ASSOUVI.<\/p>\n

Dr. ASSOUVI first expressed his deep gratitude to His Majesty King Mohammed VI, may God glorify Him, and then acknowledged the Moroccan Government’s steadfast commitment to the Organization since its creation in 1962 with the support of UNESCO. He also expressed his thanks to the distinguished guests who responded in large numbers to this invitation, emphasizing that their presence was a clear indication of the interest and trust the partners have in the institution.<\/p>\n

The event brought together a wide range of diplomatic, technical, and financial partners, whom the Director General personally acknowledged for their continued support for CAFRAD. Their contributions are vital for enabling the Organization to continue playing a key role in the training of African civil servants and the modernization of public administrations across the continent.<\/p>\n

The objective of this roundtable was clear: to prepare the future of CAFRAD in the face of an increasingly complex and dynamic global context. According to the Director General, an organization that does not reinvent itself, that does not adapt its strategies, and that does not respond to the changing needs of its members risks fading away. It is with this perspective that a transformation project for the Organization was launched under his leadership. Elected in July 2024, Dr. ASSOUVI was mandated to drive a radical change while preserving the spirit of the Founding Fathers of CAFRAD.<\/p>\n

Having paved the way for this transformation, Dr. ASSOUVI shared his vision for a renewed CAFRAD\u2014a center of excellence capable of addressing the contemporary challenges faced by African public administrations. Among the key aspects of this reform is the need to prepare Africa for the digital revolution and ecological challenges by developing new training offerings and mobilizing resources to support modern, inclusive, and sustainable governance.<\/p>\n

The roundtable provided an opportunity to lay the foundations for this change. It is part of an ambitious roadmap that includes five strategic axes: the renovation of CAFRAD’s governance, adapting the training offer to the new requirements of African public administrations, developing research focused on the continent’s challenges and innovation, establishing a consultancy hub to support member states, and promoting CAFRAD’s African and global influence.<\/p>\n

As such, this presentation highlighted the importance of all partners’ commitment to this new vision, stressing that the success of this transformation requires enhanced cooperation between institutions, member states, and technical, intellectual, and financial partners. According to Dr. ASSOUVI, CAFRAD must not only be a driving force for change but also a key player in the digital transformation of African public administrations, a lever for innovation, and the competitiveness of public services.<\/p>\n

The commitment of CAFRAD’s member states is now crucial not only for the survival of the institution but also to ensure the implementation of this roadmap. The efforts made by CAFRAD call for the restoration of trust from the states towards the institution, as well as regular and strong financial support. In the absence of such support, he warned, the transformation project risks not coming to fruition.<\/p>\n

The Proceedings of the Roundtable<\/h3>\n

At this stage, Dr. Coffi Dieudonn\u00e9 ASSOUVI, Director General of CAFRAD, had the honor of presenting CAFRAD\u2019s vision, values, programs, and projects for the transformation of Africa and the improvement of public governance.<\/p>\n

The present roadmap was developed to reorient CAFRAD towards the major administrative challenges of sustainable and inclusive development on the African continent in a globalized world, where global transformations and the challenges of global governance require digital, intelligent, and sustainable transitions of the state, as well as participatory and ethical management. To this end, it includes five (5) strategic axes:<\/p>\n

  1. Renovation and Improvement of CAFRAD’s Governance<\/strong>: This involves the implementation of strong, ambitious, bold, and realistic reform, restructuring, and the creation of a new CAFRAD during the transition year.<\/li>\n
  2. Designing a High-Quality Continuing Professional Training Offer<\/strong>: Tailored to the needs of African public administrations, this requires the implementation of a skills\/talent development plan through certified and degree-awarding continuous training to prepare leaders, managers, senior civil servants, and private sector actors to be true development drivers for Africa based on a trust agreement between the people and public affairs managers.<\/li>\n
  3. Focused Research on Real Challenges of African Public Administrations<\/strong>: Conducting rigorous research that addresses the complexity and specificities of African societies while responding to the real challenges faced by African public administrations.<\/li>\n
  4. Consulting Hub<\/strong>: Establishing a Consulting Group within CAFRAD to conduct advisory, support, and consultation missions beneficial to African states.<\/li>\n
  5. Promoting CAFRAD\u2019s African and Global Influence<\/strong>: Contributing to the global prominence of Africa by showcasing and disseminating research findings, training outcomes, public administration expertise, and hosting foreign students.<\/li>\n<\/ol>\n

    Dr. ASSOUVI concluded his presentation by advocating for the need to structure and coordinate interventions related to skills and talent development in Africa. He called on member states, partners, funders, the African Union, and regional economic communities to establish a regional leadership training program, a skills development fund, and a lifelong learning program similar to those in place in Europe.<\/p>\n

    The Exchange Phase<\/h3>\n

    After the presentation of the programs, the floor was opened for exchanges, sharing of experiences, and the formulation of recommendations in the form of contributions. The distinguished personalities present in the room appreciated the transformative and transformational leadership of the Director General, who is determined to drive change on the continent. They also recognized the relevance and coherence of his vision, as well as the depth of the programs to be implemented.<\/p>\n

    The roundtable successfully achieved its goals in terms of restoring trust, credibility, and visibility. CAFRAD can now count on the support of member states and partners who have embraced the organization\u2019s relevance within the African institutional framework. More than just an organization, CAFRAD positions itself as a pioneering center of excellence for Africa\u2019s transformation, building a new Africa based on a democratic, ethical, peaceful, inclusive, and resilient governance system. It serves as a training ground for the leaders of today and tomorrow. Africa needs it to shape its development model in a globalized world where artificial intelligence is dictating the rules.<\/p>\n

    At the conclusion of the proceedings, Dr. Samir, representing the Chairperson of the Board of Directors, officially closed the roundtable, expressing his hope, shared by the entire CAFRAD team, that the event would lead to concrete commitments and renewed support for a more modern, stronger CAFRAD, better equipped to tackle the challenges of tomorrow.<\/p>\n

    A resounding success! The first edition of the CAFRAD Roundtable of Member States and Partners attracted high-profile personalities from all walks of life.<\/strong><\/p>\n
