A Shared Vision: Africa Through Its Own Solutions

Rabat, April 28, 2025 – CAFRAD took a new step in its strategy of outreach and cooperation with the continent’s think tanks, through a high-level meeting between its Director General, Dr. Coffi Dieudonné Assouvi, and Dr. Karim El Aynaoui, Executive President of the Policy Center for the New South (PCNS). This strategic meeting aimed to explore avenues for a structuring partnership between the two institutions, leveraging CAFRAD’s expertise in public governance and PCNS’s positioning as a center of excellence in strategic research and public policy support.

Dr. Assouvi recalled the history and central role of CAFRAD, the first pan-African intergovernmental organization dedicated to improving public governance on the continent. He presented the five major pillars of the strategic roadmap he has been leading since his election, focusing on internal reform, excellent training, research and development, strategic advice, and the institution’s pan-African outreach.

The Director General of CAFRAD particularly emphasized the need for a partnership with organizations such as the PCNS (National Center for National Studies) to anchor CAFRAD’s efforts in a dynamic of collective transformation based on African intelligence, knowledge dialogue, and complementary expertise.

From his perspective, Dr. El Aynaoui highlighted the role of the Policy Center for the New South as a leading Moroccan think tank, engaged in public policy analysis at the national, continental, and international levels. The PCNS strives to make the voice of the Global South heard by promoting independent strategic thinking and supporting the geopolitical changes affecting Africa and its partners.

The institution mobilizes a dense network of researchers, organizes major international events such as The Atlantic Dialogues, APSACO, and the Africa Economic Symposium, and develops high-impact publications in the fields of development, peace, and governance.

A Convergence of Objectives for Impactful Cooperation

The discussion identified several areas of potential collaboration between CAFRAD and the PCNS. These include the co-organization of international events and seminars, joint participation in research programs on governance and public policy, expert exchanges, the promotion of publications, and the development of joint capacity-building initiatives.

The two leaders emphasized the need to promote high-level African expertise capable of informing public decision-makers and contributing to the development of concrete solutions to continental challenges.

Conclusion: The Foundations of a Sustainable Partnership

The meeting, which took place in a friendly and constructive atmosphere, concluded with mutual thanks and a clear commitment to building a strategic partnership between CAFRAD and the PCNS. The two institutions share a common ambition: to strengthen African capacities to think, design, and implement the continent’s public policies, in a spirit of intellectual independence and South-South cooperation.

This dialogue marks the beginning of a promising collaboration between two key players in African transformation.
