Bilateral Meeting Between CAFRAD and the Minister of Digital Transition and Administrative Reform of Morocco: Toward a Strengthened Partnership in Digital Governance
Marrakech, April 16, 2025 – On the sidelines of the third edition of GITEX Africa 2025, a high-level meeting was held between Dr. Coffi Dieudonné ASSOUVI, Director General of CAFRAD, and Professor Amal EL FALLAH SEGHROUCHNI, Minister of Digital Transition and Administrative Reform of the Kingdom of Morocco, and Chair of the CAFRAD Governing Board. The meeting took place in a spirit of strategic dialogue and enhanced cooperation.
The meeting began with warm congratulations from Dr. ASSOUVI to the Minister for the exemplary organization and resounding success of this edition of GITEX Africa, a true Pan-African hub for technological innovation. He emphasized that CAFRAD’s participation in this major event was marked by fruitful exchanges with numerous stakeholders from the financial, media, intellectual, and technological spheres, thereby strengthening the institution’s strategic position on the continental stage. CAFRAD has thus gained visibility and new partnership prospects.
For her part, the Minister praised the renewed momentum of CAFRAD under the strategic leadership of Dr. ASSOUVI, highlighting the highly positive feedback received regarding the new dynamic instilled within the institution. She reaffirmed the importance of CAFRAD’s role in supporting African states in their digital transition, particularly in the context of transforming public governance.
In this regard, Dr. ASSOUVI recalled CAFRAD’s mission as a tool to enhance the Kingdom of Morocco’s role in Africa concerning the digital transformation of public administrations, and in the dissemination of Moroccan best practices and innovative approaches, in a spirit of South-South cooperation that is supportive, sustainable, and beneficial.
Reiterating her unwavering support for CAFRAD’s mission, the Minister expressed her full commitment to the strategic vision carried by the Director General and pledged to work toward the institutional transformation of the organization, enabling it to carry out high value-added activities across all member states.
As part of this collaborative dynamic, the Minister invited Dr. ASSOUVI to take part in the African Summit on Artificial Intelligence, scheduled for June 1–2, 2025 in Rabat. This invitation underscores the shared desire to make AI a driver of inclusive development on the continent.
Additionally, the Director General of CAFRAD requested the Minister’s official sponsorship of the Pan-African Conference on Artificial Intelligence, currently being prepared in partnership with the TAMKINE Foundation.
The meeting concluded with the announcement of an upcoming official visit by the Minister to CAFRAD’s headquarters in Rabat, reflecting the shared commitment to further strengthen synergies for improved governance of the Pan-African organization.
