CAFRAD, a Key Institutional Actor at the INTEGEM 2025 International Conference

The African Centre for Administrative Training and Research for Development (CAFRAD) had the honor of participating, as a member of the Committee of Socioeconomic Partners, in the first edition of the International Conference on Territorial and Organizational Economy and Management (INTEGEM 2025), which took place on November 27 and 28, 2025, in Tangier. This scientific event, organized under the theme “Performance and Organizational Dynamics: Between Resilience and Change Management,” brought together academics, researchers, experts, and practitioners from the United Kingdom, France, Colombia, Benin, and Morocco. It featured plenary conferences, round tables, expert debates, scientific sessions, and several masterclass workshops.

The participation of CAFRAD’s Director General, Dr. Coffi Dieudonné ASSOUVI, was one of the highlights of the event. Invited as guest of honor, he was one of the main panelists in the opening session, as well as in the plenary session dedicated to “Organizational Transformations in Africa: Overcoming Resistance to Reconcile Accountability, Compliance, and Performance.” His intervention provided highly anticipated insights into the challenges of administrative modernization on the continent. He emphasized that the world today lives in a constant and perpetual cycle of crises and stressed the need to overcome internal resistance through governance based on trust, capacity building, and innovation-oriented leadership.

He also highlighted the importance for African administrations of reconciling regulatory compliance requirements with the pursuit of efficiency, service quality, and sustainable performance. The CAFRAD Director General also recalled the central role played by this historic pan-African Centre in providing the continent with strategic tools designed to enhance human skills and strengthen institutional capacities. He underlined that this mission aligns fully with the vision of the African Union’s Agenda 2063, “The Africa We Want,” which calls for profound and sustainable transformation of administrations, public organizations, and governance systems.

INTEGEM 2025 established itself as a rich exchange platform on organizational change, digital transformation, managerial innovation, and resilience strategies that enable organizations to better anticipate crises. Discussions focused on how public and private institutions can develop a culture of agility, integrate responsible practices into their strategies, modernize services through digital tools, strengthen innovative partnerships, and promote long-term sustainability. Issues such as water governance, circular economy, territorial resilience, public sector transformation, and organizational adaptation in vulnerable contexts were also central to the discussions.

Through its distinguished presence and the contribution of its Director General, CAFRAD reaffirmed its role as a continental reference in supporting African administrations on matters of organizational transformation, public management modernization, and institutional capacity development. Participation in this inaugural edition of INTEGEM fully reflects the Centre’s mission, which aims to promote African organizations that are efficient, resilient, and capable of addressing the complex challenges of the postmodern era.
