CAFRAD launches Historic Reform to Modernize African Public Administration

For the first time in the history of the Pan-African Intergovernmental Organization, and under the leadership of Dr. Coffi Dieudonné Assouvi, Director General, the African Training and Research Centre in Administration for Development (CAFRAD) is undertaking a major institutional reform aimed at strengthening its role in the transformation of African public administrations. Adopted at the 60th session of the Governing Board held in Rabat, this initiative marks the beginning of a year of transition and institutional transformation for the period 2025-2026.

A Pan-African Institution Undergoing a Major Renewal

Today, CAFRAD aims to reposition itself as a center of excellence capable of supporting the digital, smart, and sustainable transformation of African public and private administrations.

Its mission includes promoting the modernization of African administrative systems, training senior government officials, and fostering scientific cooperation among the continent’s countries.

A profound reform to modernize governance

The reform adopted by the Governing Board aims for a comprehensive and profound overhaul of CAFRAD to make it a strategic instrument for public governance in Africa.

This transformation aims to equip CAFRAD with a more modern, transparent, and effective institutional framework, in line with international governance standards.

A comprehensive strategic audit to support the transformation

As part of this reform, CAFRAD has issued a call for expressions of interest to recruit an agency to conduct a thorough organizational and strategic audit of the institution.

This audit will focus on:

  • administrative and financial management;
  • internal organization and decision-making processes;
  • human resource management;
  • partnerships and the mobilization of contributions from member states; and
  • the institution’s communication and visibility, particularly its website.

The objective is to identify the organization’s strengths and weaknesses and to propose an action plan to improve its performance and effectiveness.

A strengthened pan-African ambition

Beyond institutional reform, CAFRAD aims to strengthen its influence across the continent. Planned initiatives include:

  • a mobilization tour of member states;
  • organizing a roundtable with technical and financial partners;
  • creating new international partnerships; and
  • strengthening the institution’s communication and visibility.

The stated ambition is clear: to make CAFRAD an African hub for training, research, and innovation in public governance, capable of supporting states in modernizing their administrations.

Towards a new generation of African administrations

Ultimately, the reform aims to transform CAFRAD into a modern, agile, and innovative organization, capable of supporting the development of high-performing, resilient public administrations adapted to the challenges of the 21st century. This dynamic aligns with the continental vision embodied in the African Union’s Agenda 2063 and the United Nations Sustainable Development Goals.

Through this ambitious reform, CAFRAD intends to contribute to the emergence of a new generation of African public leaders and the sustainable modernization of public action across the continent.
