Dissolution of the ICC: Birth of GARIC, a new dynamic for pan-African public action for greater impact on the ground
As part of a strategic reorganization of its intervention mechanisms, CAFRAD officially announces the dissolution of the International Advisory Committee (IAC). Created to promote the consistency of CAFRAD’s strategies with the current development of public administration and to mobilize the necessary funds for the implementation of CAFRAD’s activities, the ICC has shown its limitations.
Indeed, the new challenges requiring the optimal organization of high-value-added activities for member states, the deployment of a new, more relevant strategy, and the need to respond to the recommendations of the Governing Board to radically change the organization, as well as the vision of CAFRAD’s new Director General to consolidate its African and global influence, require a paradigm shift.
It is with this in mind that the CAFRAD International Outreach Support Group (GARIC) has been launched. This redesigned and more agile structure aims to implement new conceptual and operational tools to strengthen CAFRAD’s role in the modernization of public administrations in Africa and to participate in the design of transformational change strategies and the implementation of good governance principles and best practices.
A Strategic Shift
GARIC is committed to direct action and outreach. GARIC is a strategic structure established to strengthen the visibility and influence of the African Center for Training and Research in Administration for Development (CAFRAD) internationally. Comprised of key figures, experts, and partners committed to promoting good governance and institutional development in Africa, GARIC works to support CAFRAD’s missions by facilitating partnerships, mobilizing resources, and disseminating its work. Through institutional diplomacy, influence diplomacy, advocacy, lobbying, and cooperation, GARIC actively contributes to positioning CAFRAD as a central player in administrative reforms and the modernization of public management on the African continent.
Strengthened and Decentralized Operations
Unlike its predecessor, GARIC will benefit from an expanded regional presence, fostering stronger local roots. It will work closely with institutions, associations, economic stakeholders, and technical and financial partners.
The transition between the CCI and GARIC will be handled by an operational coordination unit ensuring the continuity of ongoing projects while initiating the first initiatives under the new governance.
A New Chapter Opens
The dissolution of the CCI marks the end of a cycle, but also the beginning of a renewed ambition. Through GARIC, CAFRAD aims to respond more effectively to the aspirations of African populations residing in Africa and those of the global diaspora, drawing on creativity, inclusion, and solidarity as levers for action.
The ICC no longer represents CAFRAD: official clarification
The African Center for Administrative Training and Research for Development (CAFRAD) wishes to inform its partners, sister institutions, and the general public that the International Advisory Committee (IAC) no longer represents it in any way.
This clarification comes following recent statements and initiatives from certain individuals or organizations still claiming to be ICC members, and claiming to speak and act in the name and on behalf of CAFRAD or under the guise of its legitimacy. CAFRAD reiterates that any mandate, delegation, or authority granted to the ICC in its name has been officially withdrawn. Consequently, no action taken by any entity whatsoever, or by any person claiming to be one, may bind CAFRAD.
From now on, anyone wishing to support CAFRAD’s ideals, values, and principles anywhere in the world must express their intention to join GARIC.
A Redesigned Cooperation Framework
CAFRAD’s current dynamic is resolutely focused on the best interests of member states, innovation, transparency, and accountability. It is in this context that new partnership and coordination structures are being established, such as the CAFRAD International Outreach Support Group (GARIC), now the sole interlocutor authorized to conduct joint actions related to the missions previously entrusted to the ICC and beyond.
Individual Responsibility in Cases of Manipulation
CAFRAD wishes to emphasize that any attempt at manipulation, impersonation, or misappropriation of institutional identity is the sole responsibility of the perpetrator, both morally and legally. Provisions are in place to respond firmly to any behavior that could harm the image, credibility, or interests of the Center.
Committed to Ethical Governance
CAFRAD reaffirms its commitment to ethical, inclusive, and transparent governance. As such, it encourages its partners to systematically verify the authenticity of the representatives with whom they interact and to use only official channels for all communications with CAFRAD.
