Invitation to the Pan-African Diplomatic Conference of CAFRAD – May 15, 2025 in Rabat: Toward an Influential Diplomacy for a Strong and Sovereign Africa

In a world marked by volatility, uncertainty, complexity, and ambiguity (a VUCA environment), traditional diplomacy is no longer sufficient to address contemporary global challenges. Africa, facing systemic, geopolitical, economic, and climate-related crises, must rethink its approaches on the international stage.

To this end, the CAFRAD (African Training and Research Centre in Administration for Development), in collaboration with the Group of African Ambassadors in Morocco (GAAM), is organizing the first edition of the high-level Pan-African Diplomatic Conference on May 15, 2025, in Rabat, from 2:00 PM to 5:00 PM (Moroccan time), in a hybrid format.

This conference aims to enhance the skills of African diplomats and decision-makers in order to foster strategic leadership capable of effectively defending national and continental interests in bilateral, multilateral, and intercontinental arenas. It is intended for Ministers, Ambassadors, senior officials, top executives, and African decision-makers, as well as representatives from interested partner countries.

The goal is to provide participants with conceptual and operational tools to better understand current geopolitical shifts, master influence diplomacy strategies, strengthen interpersonal (soft) skills, and promote responsible, ethical, and inclusive governance. Discussions will include practical case studies, such as China’s diplomacy in Africa, the EU’s Global Gateway strategy, recent U.S. doctrines, Morocco’s economic diplomacy, and the climate diplomacy of Gulf countries.

The conference will be led by Dr. Coffi Dieudonné ASSOUVI, Director General of CAFRAD, Ambassador, former negotiator within the African Union and WTO, and expert in modern diplomacy. It will be moderated by Professor Mohamed HARAKAT, a well-known professor of strategic governance at Mohammed V University in Rabat. The event will be held under the patronage of H.E. Mouhamadou Youssifou, Ambassador Extraordinary and Plenipotentiary of Cameroon, Dean of the Diplomatic Corps in Morocco, and will be attended by Mrs. Amal El Fallah SEGHROUCHNI, Delegate Minister for Digital Transition and Chair of CAFRAD’s Board of Directors.

Participation is free, but registration is mandatory in order to obtain a certificate (fee: 1000 MAD). This conference also marks the launch of a sustainable partnership between CAFRAD and GAAM, and announces that future CAFRAD training programs will be fee-based, to ensure quality and impact.
