African Open Government Conference: “Towards an Open Africa”

The Kingdom of Morocco will host the African Open Government Conference in Rabat from May 5 to 7, 2026, under the unifying theme “Towards an Open Africa.”
This major continental event is organized within the framework of the Francophone Open Government Support Program (PAGOF). It is jointly organized by the Ministry of Digital Transition and Administrative Reform in partnership with Open Government Partnership and Expertise France, a subsidiary of the Agence Française de Développement.
A Strategic Continental Gathering
The conference will bring together senior public administration officials, representatives of national and regional institutions, as well as civil society actors from several African countries. This diverse participation reflects a shared commitment to advancing the principles of open government through a collaborative and multi-stakeholder approach grounded in dialogue and the co-creation of public policies.
As a continental platform for exchange, the conference will provide a structured forum for sharing experiences, fostering collective reflection, and promoting best practices in transparency, access to information, citizen participation, and public sector innovation.

Through this event, the organizers aim to reinforce the role of open government as a strategic driver for the modernization of public governance. The open government model serves as a key framework for:

Objectives of the Conference
The African Open Government Conference seeks to achieve the following objectives:
- To strengthen the political commitment to open government across the African continent by reinforcing engagement from high-level public decision-makers;
- To highlight the reforms and initiatives implemented by participating countries in order to promote knowledge-sharing and peer learning;
- To foster an integrated, coherent, and inclusive approach to open government that encompasses all levels of governance—national and territorial—as well as the different branches of government, including the executive, legislative, and independent institutions.
Through this collective momentum, the conference aims to contribute to shaping a more transparent, participatory, and innovative Africa, firmly committed to sustainable and inclusive development.
