Congratulatory Message from the Director-General of CAFRAD, Dr. Coffi Dieudonné ASSOUVI, on the Occasion of Uganda’s Independence Day 2026: A Celebration of Sovereignty and Unity

On the occasion of the Independence Day of the Republic of Uganda, celebrated on October 9, 2026, Dr. Coffi Dieudonné ASSOUVI, the Director-General of the African Training and Research Centre in Administration for Development (CAFRAD) extends his warm congratulations to His Excellency Mr. Yoweri Museveni, President of the Republic, as well as to the Government and the people of Uganda.
This celebration marks the 64th anniversary of Uganda’s independence, which was proclaimed on October 9, 1962. It serves as a significant moment to pay tribute to the country’s history, its journey since independence, and the efforts made toward its development.
Independence Day is an occasion to celebrate Uganda’s national sovereignty, identity, and cultural diversity. It also serves as a reminder of the importance of unity, peace, solidarity, and the participation of all citizens in building a shared future.
For CAFRAD, this commemoration holds special significance within the context of African efforts to strengthen public institutions, improve governance, and promote an administration dedicated to sustainable development.
Indeed, Africa’s development relies, in particular, on public institutions that are effective, accountable, and capable of meeting the needs of the population. In this regard, CAFRAD reaffirms its commitment to supporting the strengthening of administrative and institutional capacities across African states. Uganda’s experience contributes to the continental dialogue on public policy, the modernization of public administration, skills development, and the improvement of governance.
In 2026, CAFRAD encourages continued efforts toward a public administration that is more innovative, inclusive, transparent, and results-oriented. Strengthening the capacity of institutions and human resources serves as a vital lever for supporting Africa’s economic and social transformations.
On the occasion of this 64th anniversary of independence, CAFRAD extends its best wishes for peace, prosperity, and development to the people and Government of the Republic of Uganda. It is hoped that this historic celebration will also serve as an opportunity to renew the commitment to a future built on peace, cooperation, good governance, and sustainable development.
CAFRAD reaffirms its readiness to continue and further formalize its cooperation with Ugandan institutions and African partners, with the aim of contributing—through capacity building and knowledge sharing—to the development of high-performing African public administrations that serve their citizens.
Happy Independence Day to the Republic of Uganda!
