Partnership Agreement Signed Between CAFRAD and the Pan-African Youth Union – April 22, 2026, Rabat

On Wednesday, April 22, 2026, in Rabat, Kingdom of Morocco, the African Training and Research Centre in Administration for Development (CAFRAD) and the Pan-African Youth Union officially signed a Memorandum of Understanding (MoU) aimed at strengthening their cooperation in youth development, capacity building, and the promotion of inclusive governance in Africa.
This strategic agreement establishes a framework for collaboration in several key areas, including training and skills development, research and dialogue on public policy, innovation and entrepreneurship, and increased youth participation in governance processes at the national, regional, and continental levels.
The discussions preceding the signing highlighted several shared priorities, including:
- Strengthening youth inclusion in decision-making processes and public governance;
- The development of innovative programs to improve youth skills, employability, and entrepreneurship;
- Support for African startups and the development of innovation ecosystems;
- Combating irregular migration through the creation of sustainable opportunities for young people;
- Strengthening institutional partnerships with governments, regional organizations, and development partners.
This memorandum represents a significant step forward in consolidating efforts to place African youth at the heart of public administration reforms and the continent’s development, in line with the vision of the African Union’s Agenda 2063, “The Africa We Want.”
CAFRAD and the Pan-African Youth Union each play a crucial role in promoting governance, unity, and development in Africa. CAFRAD contributes to capacity building in public administration and leadership, while the Pan-African Youth Union remains a leading continental platform, representing and amplifying the voices of young Africans.
Through this partnership, the two institutions reaffirm their shared commitment to training a new generation of independent, qualified young Africans fully engaged in building the future of the continent.
