Summary of the Partnership Agreement Signing between CAFRAD and UPJ

The future of Africa’s comprehensive and systemic transformation largely depends on its youth, who represent a key driver of change and innovation. As such, they must be placed at the heart of the continent’s structural challenges and fully integrated into the development and implementation of public policies, in order to sustainably reorient development dynamics in Africa.

It is within this framework that the African Training and Research Centre in Administration for Development (CAFRAD), a leading pan-African organization committed to promoting African solutions to the continent’s challenges through capacity building, applied research, and training, and the Pan-African Youth Union (PYU), considered a key continental actor for coordinating African youth and recognized by the African Union (AU), which notably unites national youth councils and youth civil society organizations, signed a strategic partnership agreement on April 22, 2026, at CAFRAD headquarters.

This agreement aims to establish a strategic and operational cooperation framework between the two institutions, with a view to promoting training, development and capacity building, employability, and the inclusion of young Africans. It also aims to contribute to the modernization of public administrative systems and the strengthening of inclusive governance in Africa.

In the medium and long term, this partnership aims to jointly develop training, research, and consulting programs focusing on themes related to youth, governance, and sustainable development. It also contributes to a dynamic of recognizing the strategic role of youth in public policy and the socio-economic development of the continent, while fostering the creation of institutional synergies conducive to innovation and capacity building in Africa.
