Morocco: The Director-General of CAFRAD extends his warm congratulations to the Kingdom on the smooth conduct of the legislative elections and the formation of the new government—a significant milestone in the Kingdom’s institutional life.

On September 23, 2026, the Kingdom of Morocco held legislative elections to renew the membership of the House of Representatives, in accordance with the Kingdom’s constitutional and institutional processes. The final results, announced by the competent authorities, marked a new phase in the nation’s political life and paved the way for political consultations aimed at forming a new government.

This election represents a key moment in the political and institutional life of the Kingdom. It continues the democratic process, contributing to the renewal of parliamentary representation and the strengthening of constitutional institutions, in compliance with the legal and regulatory provisions governing the electoral process.

Following the announcement of the final results, His Majesty King Mohammed VI—may God assist Him—appointed Ms. Fatima Ezzahra El Mansouri as Head of Government on September 29, 2026, tasking her with the formation of a new executive, in accordance with Article 47 of the Constitution. Subsequent political consultations led to the formation of a 32-member government on October 16, 2026. This government team comprises four political parties, led by the Authenticity and Modernity Party (PAM), represented by Ms. Fatima Ezzahra El Mansouri. The governing majority promptly began work on drafting the 2027 budget, under the High Guidance of His Majesty King Mohammed VI—may God assist Him.

This new phase is of particular importance, given the economic, social, and institutional challenges facing the Kingdom. It highlights, in particular, the need to continue the reforms already underway, modernize public administration, consolidate the principles of good governance, strengthen transparency and integrity, and improve the quality of public services for the benefit of citizens.

In this context, the African Training and Research Centre in Administration for Development (CAFRAD)—a pan-African intergovernmental organization dedicated to building the capacity of African public administrations—emphasizes the importance of institutional stability, effective public action, and responsible governance as essential drivers of sustainable development.

On the occasion of the formation of the new Moroccan government, the Director-General of CAFRAD, Dr. Coffi Dieudonné ASSOUVI, extends his sincere congratulations to His Majesty King Mohammed VI—may God assist Him—and expresses his high regard and profound respect. The Centre also conveys its best wishes for the new government’s success in fulfilling its mandates and in continuing efforts toward development, the modernization of public administration, and the progress of the Kingdom.

Furthermore, CAFRAD reaffirms its commitment to strengthening cooperation among African states, facilitating the exchange of experiences and best practices, and developing administrative skills. These areas serve as vital levers for promoting public administrations that are high-performing, transparent, innovative, and more focused on the needs of citizens.

Through its mission, the Centre intends to continue contributing to initiatives aimed at improving public governance, strengthening institutional capacity, and supporting the administrative transformations necessary to achieve sustainable development goals in Africa. This new phase in the institutional life of the Kingdom of Morocco underscores the fundamental role of robust institutions, responsible governance, and strengthened African cooperation in promoting stability, development, and prosperity for the peoples of the continent.
