After the success of the first webinar hosted by the Director General of CAFRAD Dr. Coffi Dieudonné ASSOUVI, CAFRAD has the honor to invite you to the next session of the CAFRAD webinar series, scheduled for Thursday December 12, 2024 at from 12 p.m. from Morocco on zoom.

This important meeting will be on the “Public finance reform as a lever for the modernization of the State”. CAFRAD will have the honor of welcoming a panel of international experts to lead this session. Indeed, the theme will be discussed by Professor Nicaise MEDE, Professor of public law and political science and President of the West African Society of Public Finance (SOAFiP), and moderated by Professor Ibrahima LY, Full Professor of Universities and Director from the LERPDES Laboratory.

The synchronic approach to issues of growth and development shows the determining role that the State plays in achieving the objectives of the individual and collective well-being of populations. Whether it is in Singapore, in Botswana, in Rwanda or any other country in the galaxy of emerging countries, the driving force of the State must be taken into consideration. A modern, efficient, republican, capable, developmental and sober state. Since the 2000s, several African states have begun to overhaul the legal, accounting and statistical framework of their public finances. This movement was called performance management of public finances, results-based management. From the Democratic Republic of Congo to Senegal, from Morocco to Niger, States are trying out this managerial instrument of public finances to achieve the modernization of the State.

How can we ensure that the performance of public finances drives the overall public performance of the State in a global context of complex and exponential changes and state fragility?

What tools and methods should be deployed by state actors to use the performance of public finances as a lever for meeting the expectations of users?

The eminent Professor MEDE will provide you with relevant answers to all these questions and many others which challenge the actors of the public finance chain and State managers in the light of the transformations of postmodern public action.

Professor Ibrahima LY, for his part, is a member of the Board of Directors of the International Center for Comparative Environmental Law (CIDCE), a member of the Committee of Experts of the Radioprotection, Safety and Nuclear Security Authority (ARSN ), and also a Full Member of the National Academy of Sciences and Technology (ANSTS).

The CAFRAD webinar series is intended to be an alternative and complementary means of learning for the benefit of all people interested in issues of governance and public administration, thus touching on conflict and crisis management, contribution and the empowerment of women, the popularization of the use of ICT, or even security management and many others. Learning takes place through listening and participating in the debate with our guests. The session is then recorded and rebroadcast on our official channel.
