PRESS RELEASE The Renewed CAFRAD: Institutional Visits to the Republic of Benin

As part of efforts to strengthen the territorial presence of the Pan-African Intergovernmental Organization, Dr. Coffi Dieudonné ASSOUVI, Minister Plenipotentiary for Foreign Affairs and Director General of CAFRAD, will undertake a tour of the institutions of the Republic of Benin, in accordance with the indicative schedule set out below.
Dr. Coffi Dieudonné ASSOUVI is the Director General of the African Training and Research Centre in Administration for Development (CAFRAD), a Pan-African intergovernmental organization comprising 45 Member States and headquartered in Rabat, Kingdom of Morocco.
Dr. Coffi Dieudonné ASSOUVI was elected by the 59th Ordinary Session of the CAFRAD Governing Board, composed of Ministers responsible for the Civil Service or for Training and Research in Public Administration, held on 9 July 2024 at CAFRAD headquarters in Rabat, Kingdom of Morocco. However, pressing circumstances compelled him to assume his duties without undertaking a tour of the highest authorities of Benin, through which he would have sought their advice, guidance, instructions and even their blessings for the successful fulfilment of his four-year mandate, renewable once.
It was Benin that was elected to the position of Director General of CAFRAD through the humble person of Dr. Coffi Dieudonné ASSOUVI. Following his election, other African countries extended their warm congratulations to His Excellency Mr. Patrice Talon, then President of the Republic, Head of State and Head of Government. His election also further enhanced the standing of Beninese diplomacy and brought greater international visibility to Benin.
He wishes to undertake this essential tour not only to uphold diplomatic and political tradition in this regard, but also, and above all, to secure the strong support of the highest authorities of the Republic. This support would enable him to discharge his pan-African mandate in a manner befitting the Republic of Benin, honour his country, contribute to its reputation and strengthen its influence in Africa and around the world.
In less than two years of exercising his mandate, he was honoured by His Majesty King Mohammed VI, King of Morocco, may God assist Him and grant Him victory.
In view of the foregoing, he has the distinct honour of respectfully requesting the kind consideration of the highest authorities for audiences on the following indicative dates and times, the scheduling of which remains entirely at their discretion.
He thanks you for the interest you will show in CAFRAD’s activities and would be grateful for any measures you may kindly take to facilitate the successful conduct of his tour, in the supreme interest of the Republic of Benin.
In light of the complex, multifaceted and exponential changes taking place globally and across Africa, as well as the rapid obsolescence of skills in the age of artificial intelligence, CAFRAD remains a strategic instrument for Benin in mobilising and renewing expertise, promoting technological innovation, sharing best practices and advancing South-South cooperation.
Furthermore, CAFRAD stands ready to support His Excellency the President of the Republic, Head of State and Head of Government, in the exercise of the forthcoming Chairmanship of the African Union (AU) in 2027.
Rabat, 17 August 2026.
Dr. Coffi Dieudonné ASSOUVI
Director General of CAFRAD
